I am looking to add a manual transfer switch before my main panel so I can back feed power to my whole home in the event of a power outage.

Quick update on my issues:
CTs were never installed
Anti-reverse function was enabled, but my understanding now is that this function requires CTs to work properly
I disabled anti-reverse and things started to work as expected both on and off grid
I'm now discussing where to place the CTs...
I tried the hose idea! Even standing on a ladder, I couldn't reach them with enough water to make a difference.

My inverter shows all values update at once, and I would assume it's sending those same values to the logger, just looks like an implementation issue. The dashboard does not update all values at the same time, making them appear to be incorrect.
Why would you want 10 second logging? Why not...
The dashboard values are updated every 1-2 seconds, so SA is definitely receiving this data. This includes AC load, battery load, PV, and SOC. The charts for these values only offer data points every 10 seconds. No mystery here!
With solar assistant I see no need for the app. What benefit would it provide?

Again, this is not the job of the Pi. This is handled on the client - your computer, phone, tablet, whatever.
I think this comment is the real reason SA has value. Unless someone has already done this from Sol Ark into Home Assistant, it would likely be very time consuming / complicated to do.

grid discharge = 80
off grid discharge = 95
return = 20
grid discharges to 80, then charges to 60 (40 SOC) before discharging again

Over the last hour or 2 the top/bottom batteries now have the highest current in the rack. Does the BMS have control over how much each battery will charge / discharge based on the load? Or is it all up to physics? Any guess why the top and bottom seem to always have a very similar current...

Can you try a return of 20%? I think that value needs to be higher than the discharge value. So it will discharge to 60 soc and charge to 80 before discharging again.
I have 6x Jakiper 48v 100Ah in a server rack. Originally 1 set of 2/0 wires in a diagonal configuration on the bus bars. Now 2 sets of 2/0 wires in a square configuration.

I find it interesting that from 100% SOC, the top / bottom have lower current, but later around 80% SOC, they have higher current. Voltages are so similar so I would guess the BMS is involved in this but I really don't know what I'm talking...
This one is from today, where I reset the pre-inverter PV breakers a few times. Each time I would get a brief moment of expected power output (<30s) then back to garbage.
Currently, if I enable solar input AT ALL, I will draw <10W for about 1 minute then the inverter will RESTART itself. This continues until I shut off the PV breakers.

Sol-Ark support wants to push an update that they think will fix my problem. I mentioned the loose neutral theory but they haven't commented on that yet. I would assume their engineers considered this while developing the software fix but who knows!

The house is 20 years old and I've only been here for 1, so it could be an issue that was previously remedied. I am not making any assumptions here, still planning on looking into the melted wires.
I'm not sure what the system defines as "sufficient". It could be linked to the off-grid DOD / return settings, but the manual is not clear. If your current DoD is 15% but you have a return DoD of 10%, the batteries would not start discharging until they are charged up to 90%.
