I'm not sure that is the same type of balancer. It looks like it is for a pair of parallel batteries which likely have a common neutral so wouldn't work across a 48V pack unless you disconnect and split the batteries , in which case a top balance would likely be as effective.

The SCC will only see a voltage across both batteries so one battery can hit the BMS disconnect voltage before the other battery is fully charged and the same in the discharge cycle.

That is a very small battery for any kind of mains inverter use.
Looks like ~4.5Ah at 1C discharge however for VRLA batteries you would typically only use 50% of the capacity to prevent long term damage so best case you can likely drive 25W for 1 hour.
