    Measure the voltage drop across the cables of each battery independently with a fixed load, that will determine if the cables are within close proximity to one another, measuring resistance without load is not dynamic, current draw will reveal any high resistance terminations.

    The SCC takes it power from the battery, personally I use a disconnect to isolate so a spark, if any, would not be seen. What are you referring to, a small spark or large, a SCC is considered an extremely light load but a load none the less, so a small spark may be possible.

    Panel voltage

    The answer depends on the controller being used, with PWM 12V nominal panels would be required, MPPT on the other hand needs higher voltage so 24V nominal panels would be used.
