Based on your budget, what you are asking for is probably impossible. For example, a 310Ah, grade A, high quality CATL prismatic cell or equivalent is going to cost about $150 ea. If you built your own battery using a 16S3P configuration it would require 48 cells and that would put you at 930Ah at a cost of $7,200 which is already over your budget and does not include shipping, buss bars, wire, lugs, enclosure, BMS or circuit breaker. Even downgrading to a low cost cell like LiitoKala is still going to be in the $5,500 range just for the 48 cells. This only leaves you with $1,500 for all the other stuff mentioned above. Also worth mentioning is the fact that the low cost cells will absolutely require an active cell balancer to help compensate for variations between cells, this yet another device that has to be purchased. The only thing that comes to mind for your situation is a refurbished forklift battery.
 
Where's a good place that I could buy the catl cells from. I can change my budget, but am nervous to spend that kind of money without some assurance of a fairi deal.
 
I just built out 24v at 1800 amp hours, so comparable to 48v/900 amp hours, and it was about $8500 using quality components, so your budget is a little low at the moment. Prices are going up, like everything else, so either adjust your budget or your capacity.

There are a couple of good, honest vendors prominently discussed in the threads above and below this one, do some reading.

Wow, Sounds like a really good price. Hope you posted some detailed info somewhere here so I can check it out.
