48volt charging/ powering with 12v

I'm currently sourcing stuff for a 48volt build . My question is in the case of lead acid batteries, if you jumper off the "12volt point " in a 48 v series of connected batteries can you use that to power 12 volt devices ? Can you use a 12volt alternator to charge ? I'm guessing you would need some sort of isolation relay to charge both halves of the string? I know about 48 volt alternators but 12 v are cheap and plentiful.
 
Not really.
If you want to power 12V items, you're much better off using a DC-DC converter, they're quite efficient.
Charging, just go 48.

No. It's just a bad idea to draw from only some cells in a series connected battery.
Honestly, PWM DC converters are not bad at all.
