How about an RV bathroom vent and fan and ordinary household timer (spring type)? If not, just use a large diameter computer cooling fan. Those are efficient and quiet.

The problem is the low quality of the equipment, not the fuel you are using. Run full synthetic oil and at full load for best results.

Yes. A cheap momentary timer that closes the contacts for a 1/2 second once it receives or looses power would work. This would go between your inverter and gen. When the inverter contacts close, the timer contacts would close for a split second then open. When they opened it would do the same.
