Did some functional testing by switching off main breaker under similar conditions and system performed flawlessly with no delays. So far we have stayed in self-consumption mode with a 50% discharge limit. Adding batteries made it obvious we need more solar. Thanks for your input Svetz.

The reliance manual transfer switch would be redundant to the enphase controller. But how do you expect they world “work with” each other?

They probably raised the taps on the transformer. Raising the taps lowers the voltage. Ask the neighbor if they remember having a power outage associated with the work they did to “fix” the issue. Changing the voltage taps require the transformer to be deenergized
