I've seen a similar drop in solar input. I'm using 8 gauge wire from the panels to the Jackery 1500 input, so I suspect the output drop is happening in the 8mm connector. In my case, I expected over 200 watts each from two (250W) panels. Instead, the total wattage has not exceeded 340 watts...

A timer cycling on and off might produce that transient in the regulated output that you mentioned above. Combined with another timer or time-delay relay, maybe that could work.
