Wow. The dept of state getting into climate science. I am sure that will go well. Wish I was able to spend your money like that. Only 200 trillion of unfunded crap in the hole for our kids to pay and growing.

Wow. The dept of state getting into climate science.
They're the "foreign office", so most likely it's congress giving direction for the Paris Agreement or something similar.
Wish they were a bit faster at getting the text in.

H.R.4394 - To ensure the continued operation of the Diablo Canyon power plant (renamed to Clean Energy Protection Act)
I believe this is the last operational nuclear power plant in California. It's only been operational since 1985 and PG&E announced that it plans to close the two Diablo Canyon reactors in 2024 and 2025 about 4 years ahead of schedule. I recall protests that the area was subject to tsunamis and earthquakes, so not sure what's going on that they'd need appropriations from congress.

You gotta love the stupidity of this Admin. Shut off the power plants and tear down the dams and hydro-electric plants.
No Lithium production due to a plant being in the way.
Russia better run their pipeline under the Pacific to the US. We are going to need the oil from them, as we won't let Canada build a pipeline to us.

These are the exact steps required to destroy an economy and a country. This is their plan.

This is all a practical joke right?

Nope. Deadly serious too if you believe in climate change. The blue text (e.g., H.R.4514)is a hyperlink to the bill. I've only been reporting on the house bills mainly.

The reason why the "text" of the bill is missing in some cases is that they're hot of the press (it can also be political gamesmanship delaying the other side and us). Older bills generally have text.

As it says in the OP, I've been watching energy-related bills as the "talking heads" typically slant information and tell us about it way too late to take action. By posting the energy-related topics we can start a discussion on any particular bill (preferably in a new thread so as to not derail this one) as needed and hopefully get it course-corrected at the beginning when sides are less entrenched and still discussing the pros and cons.

There are a LOT of members on the forum and each has a local sphere of influence. We, as a people, can be heard and make a difference. But only if we're informed as to what's going on and I've lost trust in the media. At first, I was concerned that all the talk was only solar/wind and congress was doing the wrong things. Fortunately, it seems Congress understands how important energy storage is. I was just misled by the media's lack of reporting, they probably consider it too complicated for their audience to understand.

Wow. HR 5194 should be called the shutdown coal energy act starting Jan 1 2022. Since China is the only real manufacturer of Solar and batteries, is this being driven by them?

A lot of changes should be expected given the U.S.'s commitment to be carbon net-zero by 2050.

But, I had a different understanding of the changes on this particular bill. To me, this bill is about getting credits for the sequestration of carbon oxides. For example 45Q(a)1 is a credit of $20 per metric ton of qualified carbon oxide captured by the taxpayer using carbon capture equipment.

The first change, 45Q(d)(1), extends the credit from 2026 to 2032.

Section 45Q(d)(2) is about who is eligible to receive the credit, and they lowered the limits in all 3 cases.

For example, in 45Q(d)(2)(A), changes the limits from a minimum of 500,000 metric tons yearly to 10,000 metric tons. That should allow for the creation of lower-cost /smaller-scale sequestration devices and incentivize smaller players to invest to get the credit.

A typical passenger vehicle emits 4.6 metric tons of CO2/year [ref], so a pretty small amount really. Dropping the limits opens open sequestration to a lot of everyday people (e.g., farmers) rather than just utilities.
