180W Battery Capacity Tester will not go above 4A (@13.2v)

Hi,

I have assembled a 4S 12V nominal pack using a 120A JBD BMS.

I have hooked up the capacity tester that comes on and works, however I cannot seem to get the Amps above 4A! which is around 50W. The unit is set to 185W max

When I start the unit up both knobs have been turned counter clockwise to their stops

I have tried
  1. turning the both knobs very, very slowly
  2. turning the unit off for 20 mins (including disconnecting it
  3. Trying a few times...
What am I doing wrong? Or is it broken?
 
M6 6mm2 lug on the positive

Negative is 120A JBD BMS with M6 25mm2 lug with three cables into it, via a bolt as a buss bar to a M6 6mm2 lug to the 6mm2 cable.
 
Hydraulic crimps. Cannot be pulled out.

The charger using another xt60 cable set can max out at 10A.
 
Hi. Gave that a go and no change.

Also got bored and ordered a 150W one off amazon. Plugged that in and can pull 185W/14A!

I will see if I can get a refund on the other one.
