The BMS balances all the cells within its battery. But if you have two (or more) batteries in series with just their own BMSes each battery is balanced within itself but there's nothing to keep the batteries balanced against each other. So you need an additional balancer to keep the component batteries of the string in balance.
So keep it simple by doing a single battery with a BMS that covers the whole stack of individual cells.
As I see it the only upside of using a series string of batteries vs a single higher-voltage battery is that if you have to move them around you don't have to lift as much at a time. B-)
