24 volt battery bank

I had some salvage 24v to 12v units. They not only blew fuses, but also smoked. Now they do not work. I looked up voltage divider circuits. Still not sure I won't smoke something. Okay, I can use two resistors to pull a feed for my 12 volt lights. But I'm hooked up to a huge amount of amps through the battery bank. How do I even figure out what can work here? I need to keep my batteries configured 24 volt to increase the amount of panels I can run through this Charge Controller. But then how do I get safely down to 12 volts, for my previous lighting system . . . that's pulling about 15 watts? Any help appreciated.
