Affordable Ground Mount Options with Engineering Stamp: DIY or Kit?

Working on a DIY off-grid system. Need to ground mount 12 panels (400W QCELLS G10+). We do need an engineering stamp for seismic, wind, and snow loads.

Does anyone know what the most affordable option is? Quality and ease are also factors, but somewhat secondary.

We are great with carpentry and welding so wood or metal could be an option if there are plans with an engineering stamp out there for sale- but not sure if buying a kit would be more economical.

Thoughts? Recommendations? Thanks!
 
I used the IronRidge web designer for mine ( https://www.ironridge.com/design-tools/ ). I didn't have any permit issues etc - but used it to validate spacing of posts and spans and footer size/depth. Mine is 2" galvanized pipe framework (in concrete footers) with universal strut spans. Been up for 3 years with 20+ panels and no problem.

This is their XR System.... that has more official certifications etc...
