Anyone have the "flying capacitor" active balancers fail and kill cells?

Has anyone had an issue where the flying capacitor style active balancers have failed and then decided to just keep draining cells? I have heard of these failing and stop working but not that if they fail they end up deciding to go berserk and start draining cells, also did you have a situation where it drained 1 cell and then overcharged another one?

I'm reffering to the balancers that heltec sells, the black one with the red/silver caps.
 
Personally I don't see the mechanism for this. Balancing goes from high to low voltage as that's how energy flows. Simple balancing wastes energy by heat through a resistor. Heltec style uses capacitors to move energy from cell to cell but it still goes from high to low voltage.
 
Well thats what I thought but now I'm hearing when the active cell balancer dies it turns into a vampire and sucks the power away?
