Are there any hybrid inverters that can do this..

I've got 11 270w panels up and tested with a grid tie inverter but I'd like a system that:

1, Solar priority to house loads with excess charging batteries - use utility to make up any short fall in demand.
2, When the sun goes in or down use the batteries (with utility making up the short fall still) until drained then switch over to the utility.
3, Never charge batteries from the utility

The aim is to store all the power I produce and not send any back to the utility but I'm struggling to find a suitable inverter.

I assume I'd need an inverter with a CT clamp to monitor the usage coming from the utility?

@ody I reviewed some SCC users manuals, and put a summary of settings.
Such settings seems to covers some of your requirements. May be this can help you:
