I just expanded my system with another 16s bank. I have one cell, #43 of 48 that will jump up or down radically.

The entire collection of banks is working well. I have had any problems yet, but this does worry me.

Is this a blemished terminal thing? Or a greater problem?

Bad wire or wire insulation damage, ring terminal, battery post, connector on the BMS, bad solder joint on the BMS PCB? I doubt if the cell voltage can actually change "radically" up and down as you described. Its some kind of connection problem with that cell voltage monitoring circuit.
 
Are you using cellmons? The wiring to these is easily damaged, try a different harness if you can’t see anything obvious.
 
Batrium K9.

I replaced the bus bar, the ring terminal, the fuse, the wire, and the ferrule. Same problem. In fact, it is getting worse. It deviates so high I am going critical. I changed much of my critical thresholds to account, but that reduces the level of safety for the system.

I just began to have anther problem with this same bank. #16 of this battery (#48 of the whole collective bank) keeps falling off all together. This morning, it was registering 0.00 through the bms. The entire "bar" was missing from the Batrium Chart. I began to look at logs from days previous, this is happening dozens a times a day for the last few days.

I'm starting to have doubts about this K9 unit. My last means to check the one cell is to swap it out with another. I have no idea about these routine 0.00v readings suddenly on the other. This is very furstating.
