Battery balancer won't balance

I've got the balancer below and it won't seem to balance. When I go to balance it only seems to flash 5s and does nothing. Have anyone any ideas on what to do. Thank you

How un-balanced are your cells?

They were all in balance but I've drained the battery to 24V and now out of balance of about 0.05V at the very most.

I suspect 50mv is under what is required to initiate a balance cycle.

Does the balanced have a setting for the tolerance of balance for cells. My Chargery was pre set at .04 volts or greater before balancing started

Yeah it's all within range. The only example I have of it working is from Will Prouse video where he balances his battery with the blue balancer. I'm not sure if his one is an older version and indicates different when it's balancing.
This is what I get up when I follow his instructions.

Sorry it isn't within range. I've put them in parrell for an hour or 2 and will try again

If you must force a balance cycle, place a power resistor across one cell to drain it down 20 our 30 mv. Then remove the resistor and initiate the balance mode.
NOTE: You may need to pull it down 40mv so it will remain 20-30mv lower than the others when the resistor is removed.
