Battery charger for 12-S LTO Toshiba Scib cells?

Picked up some used LTO Toshiba Scib cells from Battery Hookup which I'd like to use in a garden tractor at 24 Volts. I want to charge them to about 30V, 2.5V per cell and monitor them to see how they respond, was wondering about getting an adjustable DC power supply, something like this
Or maybe a 0-60 Volt version for greater flexibility in testing for the future. Or is there a better choice for a charger?

Works well so far, I set it to constant voltage at 30.5 V, all the cells are within a few millivolts without a BMS. What is odd is that 2 of the 4 batteries spark when I connect the charger, (before it's turned on). Took the BMS off one of them thinking it might be the problem but that didn't make any difference. Currently charging one of the batteries which sparked and it seems to be charging fine.
