Best Way to Join Two 8S Packs With Two 8S BMS's

1. What is the VOC of the panels?
VOC is 48.59v (VOC ± 5 % at STC)

2. What is the max voltage of the SCC?
Max. PV open circuit voltage is 150V at minimum operating environment temperature and 138V at 25 degrees Celcius environment temperature

Max. PV Array Power is 3120W/24V
The best you can do is 2s3p so you will need over-current protection for each string.
Best way to do this is a combiner box.

You would still need a way to combine the strings to 6 awg outbound.

Not sure how to connect them in 2S3P.
3 strings.
Each string is 2 panels in series.
The strings get aggregated to a combiner box which provides over current protection for each string and a means of disconnect.

The PV wires are 12 AWG and the PV wires I have inside the van are 8 AWG. Not sure how that affects the design.
Its unusual for pv wires to be 12 awg.
12 awg is good for 20 fuse amps and 16 continuous amps
10 awg is good for 30 fuse amps and 24 continuous amps
8 awg is good for 50 fuse amps and 40 continuous amps

You are correct.
"Cable 4 mm² Solar cable; (+) ≥ 17.7 in (450 mm), (−) ≥ 7.87 in (200 mm)"
Surprising.

I think I bought some 30A inline fuse holders but they won't work for the 12 awg will they? I have a couple of 63A circuit breakers I was going to use between the solar panels and the solar charge controller. At least I'm learning something. You've been a great help.
