Capacity Testing Starting Voltage

Guys
I just received my shipment of 202 AH cells from Xuba and I want to capacity test using the tester Will lays out here.

Question is I cannot find out at what SOC or voltage on the battery I should begin the test. Can anyone help? All input appreciated

Normally the pack would be charged to 3.65V per cell and then rested for a bit.
