Cell low voltage cutoff blocks charging ....sometimes??

I think I realized what triggered the issue and @HRTKD you might have been trying to communicate this... But I missed it.

I wonder if the bms executing the lvc caused a sudden voltage irregularity from the scc that triggered the BMS's charge protection? At that time, the scc would have had 0 pv input. Just a thought. If that's the case, I don't know what the solution is. ...wiring change maybe?
 
My theory on LVD is that it's likely to happen only when the PV system isn't producing. Therefore, the chance of something "bad" happening to the solar charge controller is low. If it happens in broad daylight, there could be a problem.
 
Im 1/2 way through top balancing all 32 modules. Here's a photo of the first one after top balancing and rebuilding it 16s.
