Could I use 2'' Schedule 40 Gav pipe for a an 8 panel array?

Hey PV friends!! Looking to understand the value of using 2'' or 3'' pipe for my Ground-mounted PV array. I attached a drawing for your review. My home will be located on a hill behind my house on a no more than 20-25% grade. We are rated for 90 Mph winds and the soil is very durable. I wanted to have 4, 8-panel arrays do you think I can get away with using just 2'' pipe for such small grouping? Each array will have 4 footings holding them up as well as torrsion bars for Racking. What's the difference?

So I've had this up for 4 years... 5-80# bags of concrete per side, 36 inches deep, pipe directly on gravel then poured concrete. P
 
Cool, do you get some high wind conditions? Any sort of racking? I have to submit plans to the city and they want all kinds of structural and electrical standards met. Looks good to me.
