Delaminated CIGS, is it dangerous?

I've posted about issues with Rich Solar CIGS panel delamination before. I installed them prior to the advice to tape the eges and delamination came in quickly. https://diysolarforum.com/threads/why-not-cigs.30865/post-615979

To be fair, Rich solar acknowledged the issue and provided replacements under warranty (a credit so I could get regular panels). Fair play to them.

Now, though, the CIGS panels are (still) stuck to my RV roof. It's going to be a struggle to remove them (!!!). In the meantime, they have been producing power (possibly a little lower, hard to tell).

However on our last RV trip on one of the panels the entire top sheet must have peeled off and blown away. Not a good thing and I'm embarrassed, I hope it didn't cause problems for another vehicle.

Any thoughts on whether the panel underneath is now dangerous? I accidentally touched it and there were no shock issues, but I'm just wondering. Wish I had photos but camper is back in storage.
