DIY powerwall for off peak charging only

I want to create a low cost DIY battery system charged with off peak power from the grid. Solar and wind are not an option. Are there any programable inverters that can be programmed to keep my batteries charged up with off peak energy?
 
I assume your loads are not grid-connected, right? If you use a separate charger and inverter, you can use any smart outlet or even a mechanical outlet timer to charge only in off-peak hours.
 
I think any decent all in one is going to have that functionality. Not sure what your price range is, but a simple MMP Solar LV2424 would do this:

But that is pricey if you are not going to use the solar controller portion.
