Does PV wire need to be bury?

I am planning to do a ground mount array. But there is a 15ft section of concrete separating my entry point to the house and the closest dirt area. I am not sure how I can dig a tunnel under all that concrete. Can I run the wires along the edge of the concrete by a fence? If so, do I need metal conduit or can I stay with PVC. In general, does the PV wire/conduit always needs to be buried?

Doesn't have to be underground. Just needs to be protected from physical damage. As long as it can't be stepped on or driven over, pvc is fine outside.
