It sounds like a simple yes or no question, but I could not find the answer on their web site. So I emailed Renogy.
And.... The answer they gave me was charts with warning and protection categories for trigger and recovery temperatures. They did not say if the battery BMS actively protected the battery from low temperature charging or whether it was up to the user to supply do so.
