Fireproof/shock absorber for Top Band (like Navitas) batteries

I don't see why that wouldn't work well. Seems like overkill actually. Are you building for a mobile system and that's why you're concerned about shock absorption?
 
It's 1" thick uncompressed. Put that battery bank on top of it and it will compress down to not much, maybe 1/4" is my guess.

The fibers are not intended to be left to disperse into the air.

I think there are better options for shock, but in my experience nothing needs to be implemented beyond a solid compression frame. I have my two 4s batteries in my RV trailer that sees plenty of rough Forest Service and BLM roads. So far, no problems, not even terminal screws coming loose.
 
I'd go with a Lynn SuperWool board. It is non-conductive and will not shard fibers that mess up your lungs like the product you referenced.

I use this to line all my battery boxes: sides, bottoms, and top. I also use the "paper" version between cells when it's available - been out of stock for a long time now.

 
Am in the process of assembling 64 - 3.2v 25ah Top Band cells to 4p16s 51.2 100a battery with jbd 48v 100a bms - in a roll around cabinet and wanted to have some padding under cells to absorb shock. Found this Ceramic mat on Amazon, any suggestions welcome, Joe. https://www.amazon.com/Ceramic-Blan...ramic+Fiber+Insulation&qid=1621851763&sr=8-48 It's 1" thich and rated to 2300 degrees fahrenheit.

In a "roll around cabinet"? What is the application? Is it in a vehicle or getting rolled around a building?

Truly, I dont think you need anything. Just build a frame for it and call it good, especially if it is not going in a vehicle. Will be mounting the 64 Topband batteries on their side in 2 stacks of 16 on top of each other - facing each other, then rolling into a RV, at some point. Will have quick disconnects on each power source/output. The 48v 200ah (below) are already on wheels, this will bring my total to 51.2vdc x 600ah = 30.7kw Lifepo4.
