Full charge in lithiums

Lithium full charge issue.

I have 2 X 280amp lithiums. 9 months old. Each cell is 3.65 max volt. So 14.6v for each pack.
Connected to Victron Multi. The Victron is set to charge to 14.55v.
Overkill BMS. Set to 3.65v max charge per Cell and 14.55 for pack. Delta set at .15

Problem. Each cell maxes out at about 3.4v charge, 13.6v for the pack. Each pack is identical.
Why can’t I get it to go full charge to +/- 14.55??
 
You will get 14.55, but only when charging.
Once the charging stops, the batteries will settle at 3.4V pretty soon.

Personally, I wouldn't go to 14.6V anyway. Slightest inbalance will cause a single cell to go over 3.65V and trip the BMS, and there is no benefit to charge to 14.6V. You will get like 0.05% more capacity, at the cost of a shorter lifespan.

Use the Victron recommended profile, 14.2V, or even lower, like 14.0-14.1V or so. Almost unnoticable decrease in capacity, but better lifetime

Ok. So amend on the Victron.
What about the BMS, adjust that as well?

And sync 100% at the 13.6v that it settles on float charge?
