Hello again, sorry for all the questions.

So, Im going to fit fuse breakers between 200w solar panel and 40a controller, if the max amps of the cables from the solar panel to the controller is only 20a, do I need to fit a 20a fuse breaker or a 40a fuse breaker (controller 40a) or doesn't it matter? Also, what amp fuse breaker from the controller to the 280ah battery please?
 
fuse = fuse (single use over-current protection)
breaker = breaker (multi-use over-current protection that can double as a switch)
fuse breaker = ?

Did you mean fuse/breaker indicating an option?

wire gauge rating = 1.25X the maximum continuous load.
fuse/breaker rating = 1.25X the wire rating.
 
What is more important is a fuse or DC breaker at the battery end of the cable feeding the controller.

Solar panel fuses are not needed for a single panel or string of panels, the panels can never deliver higher than the SC value.
Your 200 watt panel has, my guess, a currant maximum of about 10 amps, so if a fuse is fitted 15 amp fuses are available to fit MC4 in line holders.
You may wish to fit an isolator to disconnect the panel from the controller .
