Good charge control for low wattage panel for boat battery

I have small fishing skiff. It have a deep cycle trolling motor battery (sealed lead acid) that supplies all 12v power.

Last year i bought a cheap Harbor Freight solar panel. I mounted it to the cover of my battery box. The intial intent was to use thar 25w as a continual trickle charger.

I found it does work, but has zero voktage regulation. In full sun, with no load, that thing goes over 20v. 25w ÷ 12v is just over 2amps, max. Does anyone make a dink charge control for this small appliction?
 
Bought a cheap little 10a online. A Solperk brand 10a PWM. All looks OK and I think this measly 25w HF solar panel is actually trickling a little to the battery. That little unregulated panel (the reason for installing a CC) is slowly raising the battery voltage. I have a bright battery connection light and load output light, but cannot see any light from the micro panel. I will check the voltage and panel output light at noon tomorrow. That little panel faces straight up.
 
I know little of PWM controllers. Does it hurt these if you lose battery connection, like an MPPT?

The reason I ask is because I have it charging the battery using clips on the lead posts, like a regular battery charger.

A small 25w 12v panel won’t hurt it.

It’s when you have 100v panel array going to a PWM which you should never do anyways.

I bought the morning star sun keeper to use with harbor fright 25w panels. It's rated to be outside unlike the ones listed above
