Ground mount ground question

I thought Weebs were used to connect the panel frames to the grounding wire? I'm talking about washers between the struts and frames. Sorry if I'm not getting it. Maybe I'm a Dweeb. Sorry, couldn't resist..

Weeb = Washer, Electrical Equipment Bond

They are used to bond Equipment together.
Panels to support rails, support rails to support framework, wiring lug to anything.
Weebs bond everything together. Which means that the ground conductor only needs to make one connection. Instead of connecting to every frame and rail.

What we were initially talking about was a spacer between the panel frames and galvanized strut. To prevent galvanic corrosion. (Caused by dissimilar metals in contact with each other)
