growatt 3KW utility charge issue

My inverter model is growatt SPF 3000TL HVM-24, but it only pulling 12A to charge my batteries

Inverter is on Utility First mode.
maximum charge current set to 30A (on setting 2 and 11)
inverter output breaker in turned off. so no output

How do i increase this charging limit to at least 20A? i can't find any setting other than setting 2 and 11. it takes days to charge the battery

What about #14?
I run SBU and it will charge by solar at anytime there is PV power but only uses Utility power to change when the battery drops to what I have setting #12

Utility first.

The problem is battery only Charing with 12A. Battery does not pull more then 12A.
