Has anyone used the EG4 Brightmount mount? Not sure if these expansion bolts are working properly.

I poured 12" piers and the concrete has dried for nearly 3 weeks now. I drilled my 0.5" holes, 3 inches deep, and went to attach the brackets for the EG4 Brightmount mounting kit. It says the expanding bolts need to be torqued to 228 inch pounds (19ft/lb).

That seems extremely loose to me, I feel like the torque wrench is still extremely easy to turn at this torque spec, has anyone else installed this same mount before?

Pic for reference: I went to 35 ft/lb on the left bolt just to test since it still felt so easy to turn, on the right bolt it's at 19ft/lb as recommended.

I'm not familiar with that specific anchor but I'm betting the torque spec is for after the anchor is properly seated.

Any wedges anchors I've installed I tighten down before adding whatever I'm holding... Drill hole, drop / tap in, add washer and nut, tighten until you can't turn it anymore, remove nut and washer, add whatever you are anchoring, tighten again.
 
The manual isn't really descriptive, I saw a recent YT video of a guy doing what I did, but just wailing on it with an impact instead of torqueing.

Basically I drilled the holes, lined the bracket up, dropped the wedge bolts in, then torqued to 19 ft/lb.

I concur, 19 ft.lbs doesn't seem like nearly enough. Look up the torque spec for that anchor. To me those look like 3/8" bolts, so I'm expecting something around 50 ft.lbs
