I have a 100 watt 12 volt solar panel and a 12/24 volt controller and want to charge the two 12 volt house batteries that are connected in series to 24 volts can this be done
You would need a boost charger, pretty inefficient and specialized.
You'd be better off getting second, matching 12v 100w panel to pun in series with your current panel to have 24v (prob +30 voc) to charge your 24 volt battery.
