DIY, here. Been building robots for 15 years, I have a background in eletronics, power electronics, automated systems, been designing my own pcbs with Altium since I was 16 and also did my own 6kw solar edge plant with 7kwh lg chem

Now exploring off grid inverter and storage solutions to build other plants on airbnbs I manage
 
bureaucracy wise I don't like it.

I think the country should let competent individuals legally install their own solar plant as long as they follow the given procedures and present the needed paperwork.

Paperwork in itself is ok, a bit costly.

What I don't agree with is the need to have "qualified" individual to do the installation and use only "approved" certified material. This way: contractors and companies are entitled to charge you 3-5 times the price, often with the excuse of economic incentives and often perform a poor job that either breaks after a few years or it is outright unsafe and doesn't really conform to the norms outlined in the CEI ruling.

Sure many people make a living this way. It has been the main process with which the Italian government creates jobs in this country.

Which often results in a stagnant poor market.

Then frustrated users (like me) turn to the DIY side and often also fix the "approved" systems...

going into the specifics.

If you want to legally install a solar plant in Italy, what you need nowadays:
- A certified installer that can release the DICO
- Authorisation from the council (only applies to few which still have decorative/environmental restrictions)
- To tell Terna and E-distribuzione that you have an active plugged system on the mains supply

If you then want to sell your production:
- ask E-distruibuzione to place a production meter at your site
- make a contract with GSE to sell energy either through local exchange or directly sell on the network

If you are a business you also need authorisation from the Firefighters and to deposit ENEA certification if you want to count for environmental bonuses
