How high is too high on PV voltage?

The idea that it will last forever at 249 volts, and instantly fail at 251v is not reality.
For long term reliability, the makers rated maximum should be taken very seriously though.

I would go with four series panels per string, and accept that having an unequal number of strings east and west can sometimes actually be an advantage.

In warmer climates where airconditioning is a big factor, more west facing panels will produce extra power during the hottest part of the day.

In very cold climates you need every watt you can get early in the day for fastest battery recovery during bulk charging.
Very late in the day, bulk charging (hopefully) will finally be complete, and surplus available westerly power may go wasted.

In total 100% cloud, it really does not matter. Solar will be pitiful anyway, and even north facing panels would produce just as much power as any other direction. So in a cold climate I would fit three strings (of four in series) east, and two strings west.
