I need a 24 volt 16 cell diagram for connecting 1 8s BMS

Technically it's not needed as the other bus bars connect them but for good to have for extra safety and equalizing. It's also technically the same, in the long pack it's just 1 long bar but because of the orientation you can't do that in the block pack.
This makes it sound like the circled bussbar connection isn’t needed in the block pack...

I believe this post means, the double bussbar isn’t needed in the long pack, but is required in the block pack.
 
It makes no sense that the block pack needs more connections than the long pack. Both packs have the same number of cells. The only difference is that the block pack has half the cells besides the other half instead of in one line. Mentally fold the long pack in half to form the block path. Doing so does not suddenly require adding one more connection.

Another way to look at this is to imagine you only have bus bars with two holes each. In both the block and long packs you need the same number of two-holed busbars - 23. In the long pack the center 3 busbars form a straight line while those same 3 in the block pack form a C. So why would the block pack need that extra 24th busbar not found in the long pack?

What am I missing that makes that extra busbar preferable just because the physical layout of the cells is slightly different?
 
The extra bus bar is not 100% needed however without it you're relying on perfect connections of the bus bar to the screw to the other bus bar . The additional bus bar reduces resistance that could be gained by the bus bar connection to the bus bar connection on the terminal
 
So this means that the block pack is a slightly better layout than the long pack due to the extra connection not found on the long pack. Correct?
 
The 8S "Block" pack requires 1 extra busbar to cross from one block of 4 to the next. 2 are shown but not needed. This extra busbar also is longer with virtually all cell brands & models because of the space between cell terminal & side being wider.

The 2p8s Block Pack, it is recommended to use the 2nd crossing busbar for balance reasons. A BMS sees Paired Cells as a single cell and this can affect any balancing. Millivolts & milliamps do count, as well as resistance, in all instances and this cannot be understated.

There are many ways to configure battery packs, what is shown are the most common & simplest formats that people use.
