Install panels before grounding is finished?

It's a nice sunny day and I wanted to get something done on my system. Currently all the racking is in place and ready for panels to go on, I was planning on hooking everything up as far as the junction box on the roof. There's no inverter or wires pulled from the garage to the roof yet. So everything would terminate at the DIN block on the roof. But again no THHN pulled and connected to the other side of the din block running to the garage. Which also means then I don't have a ground wire running through the attic to the main grounding rod yet. Is it still safe to install panels up there without it being grounded yet? Just trying to be extra careful with shock potential

Sure. I assume you have RSD boxes, so the voltages aren't going to be anything significant, and there's no ground reference, so there's no current in/out of ground.

I would have (in fact, I did) repair or refurb the roof first, as you should get 20-30 years out of your panels, but that's a detail, and probably too late.
 
I do have rapid shutdown, but they're the TSA-O Tigos which tigo says actually ships in the open position. They won't go in the shutdown at this stage they said. So I would have full string voltage even with the Tigos...... I'm assuming at the stage with no circuit it's still safe?

That sounds arse about face to me, they should be disconnected unless told to be enabled.
I would connect the Tigo's to the panels but leave the main trunk line between the Tigo's disconnected until you are ready.
