Is this normal condition for a 'new' multiplus 24/3000/70-16 inverter?

Just adding to what’s already been said, but those marks are not normal. Even if it was bench tested, they wouldn’t screw it to a wall. On first connection, you’ll get a nice spark if you don’t use a resistor to slow the initial charge burst there... looks like someone touched that first lug right there. My guess would be that it’s a customer return. Not that it won’t work, but if you bought new, you should get new.

My Multiplus was free of any “use” indicators.

Thought it would be ok if treated 'gently'...lol. Only being used for the one off top balance, and i'm happy to keep the Amps low and take more time to get there.

That's certainly a modified server power supply with a controller attached. I'd almost swear I had the 85A version of the supply based on the vented end. Cool.

Yep, I warned about why it's not a great idea to use them at 3.6 V (can still use them on a 4s pack tho) here: https://diysolarforum.com/threads/p...ey-just-power-supplies.5023/page-2#post-50887

And of course a few weeks later: https://diysolarforum.com/threads/just-say-no-ic-gogogo-store.5800/
Oh dear, ordered mine a while ago, took ages to be delivered. Wasnt aware of the extent of the issues. I thought you simply had to keep the Amps low. Schucks.
What is the current thinking on the forum as to the best means of parallel top balancing 8 cells.
I really did not wish to buy and expensive bench top supply that i would use only once !

Recommendations anyone?
