Currently testing my system. The only thing running/drawing is the a/c, start at about 1230.
Seems odd that the panel power drops up and down in sync with the a/c compressor cycle.
Thoughts?

Not sure I follow you. Here's what I see:

At termination of the second A/C cycle, the system transitions from absorption to float. Each time the compressor turns on, PV spikes to power the load and then drops to whatever power is needed to maintain the float voltage.

Also, keep in mind that your unit burns about 160-200W just being on to provide AC power even when no power is being drawn.
 
If your batteries are full and the only thing needing power is the A/C then the solar will only provide power when the A/C is on. Seems right.
