12 and 13 are both showing crazy readings...I'd check your balance leads.

First off I'd check my cells manually with a Meter to verify their voltage

I think they are both right .... looks like you have a problem with the way your cells are wired.

I'd pull the connector off the BMS and read there with a meter and get the voltages reading correctly before re-connecting the cell harness to the BMS.

Check the voltage on the cells with a meter. You have a connection issue with poor contacts or incorrect connection sequence. Carefully disconnect all the balance leads and ensure you reconnect in the correct order. I suspect they are connected in the wrong sequence.

Most of the time, voltage issues are due to bad connections. Check to make sure everything is tight and that the crimps are intact.
