I am charging the lower voltage module to bring it closer to the voltage of the second module before hooking the two modules together (in parallel). How closely matched do the modules have to be before paralleling? How much current will flow? How do I think of this flow so I can do the math? Thanks for all the guidance. They are about a volt apart right now- 37 and 38 volts.

Put a resister in series with the two positive poles. The resister will limit the current. A 100 ft 16gauge extension cord (with U jumper at one end) is about 0.8 ohms as I recall. That will limit you to about 1 amp, plenty safe.
