Add a active balancer, wait 2 days. Should all be about the same voltage.

To a large extent as d 3.37v stuck cell has gone up to 3.45v after discharging the cells with higher voltage. Though all cells are not fully balanced, no cell has gone below 3.42v. My active balancer is ready for pickup.

My active balancer was newly installed.
All cells now fully at 3.62v each. Thanks to everyone who assisted me eventually.
