i no that cables are to be the same length. my question is does that refer to every battery in the bank to bus bar? example 1,2,3 battery has 1ft cable equal lenghts. can battery 4 be 2 ft long equal lenghts to bus bar?

All batteries should have an equal run to the busbar, but you got a do what you gotta do.

Cable length is the round trip length, meaning positive+negative added together should preferably be equal on all parallel batteries and all cable should all be same type.
This ensures the batteries connection to bus bar all have the same resistance and thus should receive or give the same amount of electrical energy / be balanced.
