Sigineer 6kw inverter/charger

After 8 months of successful cycling to my house via xfer switch, house panel providing utiliity power back to charger for PV shortfall, the battery charge fell to 4.5 v and both battery and inverter shutdown.
The charger powered off . The battery has a touchscreen that will not power up. The charger needs 38v from battery to power up, so I’m stuck .
My PV is still generating voltage but it isn’t getting to the battery, the 220 from the house panel is still present but without battery’s voltage there’s no throughput to the battery.
The question is, what’s the best/safest way to get the battery charge up to resume activity?
