Neighbor does not want me to install ground mount solar

The only good looking PV modules are Tesla's solar tiles but I'm certainly not paying for that.
Have you ever actually seen them in person? They look nothing like actual roof tiles, they look like untextured black plastic. I like the idea, but the execution is off. The roofs look like they are made of a big chunk of black plastic.

In the US in some subdivisions the HOA won't even let you park a pickup truck you drive to work each day in your own driveway. You have to keep it in the garage or not at all.
No cars are allowed in the driveway or street in my HOA except for temporary visitors. You are only allowed to have cars in your garage. It's not even remotely enforced. Good thing too, most peoples trucks here would not fit in their garage.

The HOA can't prevent you from installing solar, but they can make reasonable regulations about where or how you can install solar. If you don't agree with these rules, don't join (buy into) the HOA.
The rules I've seen regarding HOA's and solar where I am is that they aren't allowed to make you do anything that would affect estimated production by a certain percentage. So even if the panels would have to be on the front of the house, pointing at everybody, it would be allowed, so long as the alternative mounting methods would be a reduction of X percentage.
