No matter what I do my batteries won't float.
I've tried filling the bathtub first but they just sink.
When I put them in first and turn on the water they just sit there until submerged.
Do I need to increase the voltage setting to overcome the float resistance?
Can I just mist them (being careful not to get the terminals wet) or do they really need to soak?

Have you seen the price of Mercury?
I'll either have to forgo floating the battery or find a DIY solution

Could I freeze a block of ice and "float" the battery on it?

That would be a cheaper DIY solution but with a caveat... you must maintain a warmer temperature for your batteries so your BMS doesn't shut down. Perhaps some insulation below your batteries and some battery heating pads would help.

You need to increase the voltage. This will produce hydrogen which will cause the battery to float as desired. Make sure to use a safety tether
