Are you sure they're in series, not in parallel? In parallel, voltage might be low for a MPPT charge controller.
Inverter and battery monitor probably using battery voltage alone. May not have a temperature sensor (which allows for voltage adjustment depending on temperature.) Probably hasn't counted amp-hours to track state of charge. Probably doesn't know amp-hours. Voltage as an indication of state-of-charge depends on current draw at the moment, and resting time since charging/discharging.
This lack of current deliver probably is due to control by charge controller. Assuming panels are actually all getting direct sunlight.
Perhaps charge controller has entered "float" condition, a reduced voltage to maintain full charge but not deliver current. Could be it's settings are somewhat lower voltage than required for the battery, so it thinks battery is full and floating, while other components think battery is 50% discharged. Check voltage and battery type settings of charge controller. Also, charge controller needs a battery temperature sensor to adjust charging voltage.
What is the voltage of the battery bank at this moment?
Try wiring a single PV panel directly to the battery bank, and measure voltage again.
You could leave it connected for a while, so long as you disconnect before voltage exceeds maximum allowed charge voltage.
