Ok so which is "ok" 0.1, 0.01, 0.001 or? for balancing lifepo batteries?

You do not use a BMS while top balancing cells that are connected in parallel. You do need a regulated power supply. And a decent multi-meter.
After you are satisfied with the parallel cells top balance, you then connect into what ever series assembly you are using. Then you must have a BMS for the battery.

Yes, that is correct.
 
I noticed that once a cell reached 3.4 vdc the mv rose at about 1mv every every 15 seconds and at about 3.55vdc the mv rose at 1mv per second.
Ok, now THAT is important info right there.

So maybe better to only go to 3.5 then?
As from 3.4 and up is goes up very fast?
