One panel has half the voltage output as the other panels

I have 10 used PowerFree 100 watt panels.
(Pmax) 100w (+0/3%)
(Vmp) 17.8V
(Imp) 5.62A
(Voc) 21.6V
Isc 5.97A

9 of them read roughly 22.0 volts and 6.5 amps when metered individually, on the ground, in full sunlight, on a 20 degree F. day.

One of them reads 11.08 volts but still has the 6.5 amps.

Could this be a result of bad Diodes in the panel's wiring box on the back of the panel? I can find nothing else wrong with the panel albeit I didn't look it over with a magnifying glass.
 
The diode is there for bypassing purposes during shading when panels are connected together in series. The shaded panel creates resistance and instead of the current trying to pass through a panel of increased resistance, it passes through the diode instead.

I suspect you have a faulty panel.
 
Is there anything I can do to correct a faulty panel? What would I look for? Or is that just a waste of time?

There are YouTube videos showing bad diodes. Some people have installed new diodes. If the panels are under warranty - which yours aren't, of course - they should be replaced under warranty.
